A proposed programme measuring how transport investment reaches — or bypasses — lower-income communities, and what data practices would make equity auditable.

Overview

Efficiency metrics reward serving where demand is already dense. This proposed programme asks a different question: who is left behind when we optimise for the average, and what would it take to make distributional impact a first-class metric in transport planning.

Planned Work Packages

  1. An access-equity index combining travel-time, cost, and reliability gaps.
  2. A retrospective audit of a decade of regional transport investment.
  3. Co-design workshops with affected communities to define what “fair” means locally.
